The activities were carried out live on the premises of FernUniversität, which is Germany’s state distance education university. The CRISIS project (Competences for Resilient Smart Cities’ Staff) is implemented by a consortium of 5 partners from 4 different European countries (Greece, Cyprus, Germany and Portugal) and proposes a holistic approach to the professional development of the workforce of resilient and smart cities through developing a new job profile for these officers, as well as designing, developing and delivering a pilot training program to certify the first group of smart city resilience officers.

Towards this direction, the project identified the 20 most important competencies for smart city resilience officers through literature research and questionnaires distributed to officials and politicians of municipalities and regions in Greece. It then classified these 20 skills into three categories and nine domains of smart city resilience capabilities and developed a self-assessment tool of resilient smart city knowledge and skills based on the competence levels of the European digital competence standard DigComp. Aiming to create a professional development program, a modular training program divided into four phases was created and learning outcomes for each competency were defined, which guided the development of training materials.

The first three days of the training activities focused on content analysis of the learning modules representing the 20 most important competencies of smart city resilience officers by the people who developed the relevant training materials. The aim was to inform and discuss comments and questions between content creators and trainers of all project partners, as the project training program will be piloted in four languages (English, Greek, German and Portuguese). On the fourth day, Dr. Theodoros Panagiotakopoulos presented the project’s electronic learning platform, describing its functionalities. Then, the processes of registration, self-assessment and enrollment of learners in the project’s massive open online course was discussed. The pilot’s timeline was also presented and details of each of its four phases explained. Finally, on the fifth and final day, trainers were briefed on details of learner support during the pilot offering of the massive open online course (e.g. synchronous meetings, use of forums and assessment of learning outcomes), while practical assignments along with recommendations for their assessment and feedback provisioning were analyzed.

The SEER project (with a duration of 36 months) is implemented by a consortium of 6 partners from an equal number of countries (Greece, Cyprus, Belgium, Netherlands, Germany and Italy), in which internationally recognized institutions/bodies participate in research and formulation of policies related to STE(A)M education, under the coordination of the European Schoolnet (European Schoolnet), whose members are the Ministries Education of European countries. Its main purpose is to study the current status of STE(A)M education in Europe, collect practices and policies, talk to the community of STE(A)M educators through the Scientix platform (http://www.scientix. eu/) and analyze the gaps and needs in order to produce the road map of the implementation of integrated STE(A)M education in Europe.

On October 13 and 14, 2022, the kick off meeting of the project took place in Brussels, hosted by the European School Network. A total of 10 representatives of the project partners participated in the meeting. On the first day, general information about the project was presented and a detailed discussion was held on the implementation methodology during the first year of its time table. Specifically, the work plan to define current trends, goals and innovative practices in STE(A)M education at European level was presented by the University of Education Freiburg, the methodology for analyzing the needs of key stakeholders and the impact of existing gaps in STE(A)M education was presented by the DAISSy research group of the HOU, while the requirements for the development of the STE(A)M education evaluation and certification framework and tools were described by the University of Cyprus. Finally, issues of the visual identity of the project were discussed and a visit was made to the "Future Classroom Lab" space at the facilities of the European School Network.

The DAISSy research group of Hellenic Open University (HOU) participates in the activities of the new project entitled “CRISIS – Competences for Resilient Smart Cities’ Staff”, which is co-funded by the Erasmus + Programme 2021-2027. The CRISIS project (with a duration of 24 months) mainly focuses on improving digital, transferrable, resilience and smart city-related competences of people interested in seeking job opportunities and careers as Smart City Resilience Officers. To achieve this objective, the expected results include a self-assessment tool to identify gaps in required competences, an innovative learning journey design tool to define the educational goals and strategy for each learner, a flexible curriculum, digital open educational resources, an online learning platform and a pilot training program for certifying the first cohort of Smart City Resilience Officers.

On April 7 and 8, 2022, the kick-off meeting of the CRISIS project was held online, hosted by the DAISSy research team of the HOU. The meeting was attended by a total of 16 people from the 5 project partners, which are the University of Thessaly, the Hellenic Open University, the University of Minho (Portugal), the FernUniversität in Hagen (Germany) and EDEX (Cyprus). On the first day, the partners presented their institutions and their research teams, while the project coordinator (University of Thessaly) presented the context, objectives, actions and expected results, as well as the project management and financial management plans. On the second day, the educational approach and strategy of the project were discussed in detail, as well as curriculum design issues. An open discussion between the project partners closed both days of the kick-off meeting.
